The Pet Industry Development Commission has launched operations under the Chamber of Commerce and Industry of the Russian Federation, creating a new platform for systematic dialogue between business and government. The commission was established under the Council for Consumer Market Development at the Chamber of Commerce and Industry of the Russian Federation. It is headed by Dmitry Tsypin, co-owner of the Four Paws company and vice president of the National Pet Industry Association (NPIA).
Kirill Dmitriev, president of NPIA, congratulated his colleague on his appointment to this position.
The decision to establish the commission stems from market dynamics: in 2025, pet product sales reached 590 billion rubles, with expected growth of 10-12% in 2026. More than 70% of residents in Russia own pets, making the industry a key driver of the consumer market.
Representatives from the Chamber of Commerce and Industry of the Russian Federation, National Pet Industry Association (NPIA), Pet Food Manufacturers Association of Russia (APK), National Veterinary Chamber (NVP), Russian Veterinary Practitioners Association (APVV), Russian Kynological Federation (RKF), and leading industry companies attended the first meeting.

Creation of this commission marks an important stage in the development of the pet industry in Russia. Today, the sector unites manufacturers, retail, the veterinary community, public organizations, and experts. Our goal is to establish a unified platform for open dialogue, jointly develop solutions for pressing market development issues, and create conditions for sustainable growth. I am confident that consolidating the efforts of business, the professional community, and the state will elevate the industry to a new level.
Priority tasks include amending industry legislation, building interaction between business and state institutions, and launching initiatives that improve the quality of products and services for pet owners.
The commission will continue its work by involving specialized associations, experts, businesses, and government authorities. The agenda includes industry standardization, reducing administrative barriers, and developing self-regulation.
