Industry Proposes New Amendments to EAEU Veterinary Medicine Regulations

Industry associations in Russia have prepared a fourth package of amendments to the Eurasian Economic Union (EAEU) regulatory framework governing veterinary medicines. The proposed changes address the transition period, joint GMP inspections, pharmacovigilance, preclinical studies and several other issues affecting veterinary medicine manufacturers and other market participants.

The proposals were discussed on June 23 during a meeting at the Russian Union of Industrialists and Entrepreneurs (RSPP). Participants included veterinary medicine manufacturers, representatives of the Ministry of Agriculture, Rosselkhoznadzor and VGNKI.

The draft amendments were prepared by the Association of Veterinary Pharmaceutical Manufacturers (AVPHARM) and the National Veterinary Association, with contributions from experts representing Vetbioprom and the Union of Pet Business Enterprises. The proposals were presented by Semyon Zhavoronkov, Executive Director of AVPHARM and a member of the RSPP Commission on the Agro-Industrial Complex, and Vladimir Kuzin, Deputy Executive Director of the National Veterinary Association.

According to Zhavoronkov, the associations focused on ensuring that regulatory procedures which are currently disputed or insufficiently defined become clear, transparent and uniformly interpreted by all market participants, while remaining practical for businesses to implement.

Most of the proposed amendments received preliminary support from the participating authorities. Several provisions will be revised to reflect comments made during the discussion before the final package is submitted to the RSPP leadership.

AVPHARM noted that the initiative is the result of a series of consultations among industry associations aimed at developing a common position shared by both domestic and international companies on the future development of the EAEU’s unified veterinary medicine market.

The association also pointed out that a number of proposals discussed by business representatives at the February 2025 meeting of the RSPP Commission on the Agro-Industrial Complex and Food Security have already been incorporated into EAEU legislation through the third package of amendments. Industry organizations now expect experts from other EAEU member states to join the next stage of discussions.

The common EAEU rules governing veterinary medicines were established by Decision No. 1 of the Eurasian Economic Commission Council on January 21, 2022. The regulations apply across Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia.

The regulatory framework entered into force on March 13, 2024. A transition period was introduced to facilitate implementation and, in February 2026, was extended through the end of 2030, giving market participants additional time to comply with the unified EAEU requirements.
