Veterinary Vaccine Production in Russia Increased by Nearly 29% in Early 2026

Production of veterinary immunobiological medicines in Russia returned to growth after a decline in 2025. According to EMEAT analytical data, output of vaccines and toxoids reached 2.27 billion doses in February 2026, up 0.2% month-on-month and 36.3% higher year-on-year.

In January–February 2026, total production increased by 28.9% compared with the same period of the previous year. In 2025, output reached 30.5 billion doses, more than double the 2017 level, but 4.7%, or 1.5 billion doses, below the 2024 peak.

The share of domestically produced immunobiological medicines has expanded significantly in recent years. It increased from 42.3% in 2021 to 49.6% in 2023, 67.4% in 2024, and 74.5% in 2025. In 2025, 31.9 billion doses of domestic immunobiological medicines entered civil circulation compared with 10.9 billion doses of imported products.

Production is concentrated in two federal districts. In 2025, the Northwestern Federal District accounted for 59.7% of total output, while the Central Federal District accounted for 38.9%. In January–February 2026, the Northwestern Federal District retained its leading position with a 53.9% share, while the Central Federal District increased its share to 45.3%.

In 2025, the Northwestern Federal District produced 18.2 billion doses, up 2.4% year-on-year. The Central Federal District produced 11.9 billion doses, down 14.6%. The North Caucasian Federal District increased production by 32.6% to 354 million doses.

Sector development is supported by government measures. Since March 2022, the registration period for domestically developed veterinary medicines has been reduced from 160 to 60 days. In 2025, 130 new veterinary medicines were registered, with domestic developments accounting for 77.7%. Between 2021 and 2024, the number of registered domestic veterinary medicines increased 4.2 times, and an additional 10 domestic products were registered in January–February 2026.

The federal Veterinary Medicines project targets an increase in livestock vaccination coverage from 49% to 61% by 2030. Government funding for the development of animal medicines production is planned at ₽1.45 billion in 2026, ₽1.08 billion in 2027, and ₽705 million in 2028, with around 80% allocated to the creation and modernization of manufacturing infrastructure.
